Is an AVR required when working with a self-employed worker?
According to clarifications from the State Revenue Committee of Kazakhstan (SRC), a work completion act with a self-employed worker is signed if the receiving party needs it. For an outsourcing company, the act is the basis for closing a shift and invoicing the client based on real data.
The self-employed do not issue e-invoices (ESF): they are not considered to be engaged in entrepreneurial activity.
What the worker sees
In the TEOS mobile app, under “My orders”, the worker sees completed shifts and the AVR for each of them.

What the partner sees
The partner dashboard covers orders, work acts and payouts. You can run several clients and sites: each client has separate balances, limits and access rights.
The finance manager uses automatic summary payout reports to invoice the client.

Do we need to prepare AVRs manually?
No. TEOS generates the work completion act automatically after every closed shift.
Does the self-employed worker sign the AVR?
According to SRC clarifications, the act is signed if the receiving party needs it. The worker can see the AVR status for each shift in the TEOS app.
Do you need e-invoices (ESF) from the self-employed?
No. According to the SRC's clarification, the self-employed have no obligation to issue e-invoices.
